Value potential contributes 25 points. Process clarity, data access and governance contribute 20 each; ownership and timing contribute 15. Each dimension is rated from zero to four and weighted proportionally.
A total score with a failure path
A zero for data access or governance is marked as a critical gap. This prevents high value from hiding unresolved access or impermissible processing.
From ranking to decision
- Validate the top two candidates with real cases
- Document assumptions and missing evidence alongside the score
- If scores tie, choose the more tightly bounded process
- Rescore with new evidence after the audit or pilot
